Clayton — The Town Council on Monday approved an ordinance to regulate wall graphics on commercial buildings.

The new rules define a wall graphic as a decoration that depicts an illustration without a written message. The Planning Department recommended the graphic not exceed 35 percent of the area that it is affixed to. Also, it cannot display moving parts, flashing lights or bare tubes and bulbs.

“It is strictly for the enjoyment of people passing by and looking at the work,” said Skip Browder, director of planning. “It gives the council the opportunity to grant waivers if there is a particular proposal that does not meet the precise standards of the ordinance.”

Under the ordinance, all wall graphics added after Jan. 1 would have to conform to the new rules or be removed by Dec. 31, 2010. Bruce Naegelan, director of downtown development, said no commercial buildings have wall graphics that do not meet the proposed changes in downtown Clayton.

The Town Council added that the ordinance must apply to all business districts in Clayton. Also, requests in office-industrial districts must be approved by the council.
